How do you Judge Legislation?

The Legislative Committee judges every piece of legislation as it comes out of the House or Senate. Legislation is judged on nine criteria and is either accepted or rejected by the committee.  Political party has no bearing on the reviewing process or the scoring. The only thing that matters is did the person vote to defend the constitution as written or disregard their oath to defend it. For a full explanation, click here.

How are Legislators Judged?

  • One point is awarded for an *yes* vote on legislation that is approved by the committee.
  • Zero point is award for a *no* vote on legislation that is approved by the committee.
  • One point is award for a *no* vote on legislation rejected by the committee
  • Zero point is awarded for a *yes* vote on legislation rejected by the committee
  • One point is deducted on any abstain/present vote
  • Absence will not be scored in any regard but will have a huge impact on that representatives point totals.
  • All legislation is reviewed using the 9 criteria questions along with the Constitution of the United States and the state of Missouri. The determining wording is that which can be found in writings by Madison to describe the *intent* of the verbiage used.
  • Once a piece of legislation has achieved the third read and passed stage it is reviewed by the committee to determine whether it will be accepted or rejected then points are awarded accordingly by using the daily journals.

Why did my Legislator Receive such a Low Score?

Your legislator received a low score because they are really bad at their job. The Legislative Committee grades legislation first, regardless of political party or individual. Then, they look at the voting record of the Legislator and award points. No Legislator or political party is targeted or given favor in the process. The Legislation is graded based on its Constitutionality, how the Legislator votes is their choice!  We do not read motivation in votes, nor do we make assumptions on why a legslator voted the way they did.  A good vote is a good vote, and a a bad vote is a bad vote.

What Special Events do you Have?

Besides monthly meetings and the annual award banquet, the Locke and Smith Foundation seeks to inform voters as much as possible about candidates in key races around the state. In 2010 we were honored to host the only public debate among the Candidates vying for the 7th Congressional seat in the general election. In 2012 we hosted the only debate among the Republican Primary Candidates in Southwest Missouri. The debate was broadcast live on The Ozarks CW, and KSGF radio.  Because there was not a Democratic primary, we did not reach out to any party about hosting a debate.
